III. 2004 Championship Host Committee Report

San Diego – Steve Butcher and Tim Klempnauer

The results for JO Nationals are available online. A wireless internet connection is also available in the venue. There will be a web link from USA Gymnastics to the JO Nationals website. This year was the largest number of participants at over 700 athletes.

 

IV. 2005 JO Nationals Report – Tim Erwin

Five members of the Houston LOC are in San Diego to observe the operational aspects of this year’s competition. The LOC has formed 10 committees to help run the 2005 JO National Championship. They plan to have a website for next year’s event online by September 2004. The George R. Brown Convention Center has been selected as the competition venue for the event. The host hotel will be the Hilton Americas–Downtown which is connected to the convention center.

 

V. 2006 JO Nationals Bids

We received three very good bids to host the 2006 JO National Championships. The following bids were received.

1.        Tempe, Arizona by Scott Barclay at Arizona State University

2.        Daytona Beach, Florida by the Central Florida Sports Commission

3.        Battle Creek Michigan by Al & Cindy Scharns

        Bids will be discussed and the JOPC will make a recommendation bid at a meeting in September.

 

VI. USAG Report – Bo Morris

1.        Proposed dates for 2005 Regional Championships: April 1-3 or April 8-10

2.        Future Stars National Championships and National Coaches Workshop are set for November 18–21 at the U.S. Olympic Training Center in Colorado Springs.

3.        Academic All–American Recognition Award continues to grow, with over 300 applicants this season.

Processing the applications for this program requires a great deal of staff time and the application fee has remained at $5.00, from the programs inception in the early 1990’s.

4.        At USA Gymnastics’ Congress the Men’s Program will host a meeting for all State and Regional Chairmen on Friday, June 24 from 4:00 to 6:30 PM.

5.        The 2005–2008 Age Group Competition Program will begin implementation in the fall of 2004. Please remind all coaches of the JO Program Workshops and the changes to the JO Program.

 

VI. USAG Office Report – Ron Galimore

1.        There has still not been a decision made on how the Men’s Program should address the new introductory membership. Approximate cost will be $15. The committee did not find value in offering it to the Men’s Program Levels 1, 2 and 3.

2.        Ron reviewed the Olympic Team Selection Procedures

3.        The FIG Continental Judging Course will be held January 8-11, 2005 in Tampa, FL.

4.        The 2005 U.S. Gymnastics Championships will be held in Indianapolis, Ind., August 10-13.

 

VII. Jr. National Team Program Report – Dennis McIntyre

1.        The first Jr. National Team Camp will be July 5–12, 2004 at the USOTC in Colorado Springs.

2.        The National Future Stars Camp will be August 1–8 at the USOTC in Colorado Springs.

3.        Regional Future Stars Evaluations should be held either October 16-17 or October 23-24, 2004.

 

 VIII. MPC Report – Bill Foster

The MPC voted on a new distribution for Coaches Incentive Funds of Senior National Team Members. This would recognize the work of the athletes’ prior coaches during the athletes’ developmental years in the sport.

 

IX. NGJA Report – Jon Culbertson

Feedback on the Regional Championships from Regional Meet Referees was distributed. Jon mentioned that these reports are getting better, but he is not getting full reports from several regions. This must improve to insure accurate scoring and judging reports in the future.

 

X. U.S. Men’s Coaches Association – Tim Klempnauer

The organization showed increased membership and is now offering a website with much information about junior and senior men’s gymnastics. Please join this association and visit the website at www.usamgca.org.

 

XI. Nomination for the 2005 Frank Cumiskey Award

Kelly Crumley was nominated in a letter from Ray Gura.

 

XII. Discussion of JO Nationals Format – Gil Elsass

The JOPC Chairman set up a committee to review and make recommendations concerning the schedule and format of the JO National Championships. The following individuals were selected: Bill Foster– Chairman, Members: Roger Baldwin, Dan Coon, Tim Klempnauer, Bo Morris, Keith Pettit and Kevin White.

This committee will work through the summer and provide recommendations at the September JOPC Meeting.

 

XIII. Discussion of Qualifying Scores for 2005 JO Nationals

With the start of a new JO Program and FIG Code of Points the JOPC need to wait and evaluate the scores from the competitions this fall through February 2005, before confirming qualifying scores for the 2005 JO National Championships.

 

XIV. Nomination for JOPC Chairman

Gil Elsass is the only nominee for the position of JOPC Chairman.

XV. New Business

II.      Welcome Statement by Gil Elsass

The Summit is an excellent idea and it will help unify the men’s program community.  We would like to welcome the New Region 7 Chairman, Matt Stevenson, and the New Athlete Representative, Jay Thornton, to the JOPC.

 

III.     Approval of Minutes from Savannah

Correction by Jon Culbertson: article # 7 from his JOVP report - the Regional Chairman may appeal to the Men’s Program Director for any variations from this procedure as received.

 

Regional Championships Judging Procedures to go into effect at all Regional Championships in 2004:

1.      Provide a meet referee who is not a member of a judging panel

2.      Conduct a technical meeting for the judges (with the attendance of the regional chairman) prior to the beginning of the competition

3.      Post start values for the competition for at least optional routines, and/or Class I-III

4.      If an inquiry form is provided, it must be the same one used for JO Nationals

5.      Have a two judge panels for at least optional routines and/or Class I-III

6.      The meet referee should provide a judge’s report to the JOVP and regional chairman for distribution to the coaches.  This report should be modeled after the JONAL reports from JO National championships or some modification thereof.

7.      The regional chairman may appeal to the Men’s Program Senior Director for any variations from this procedure if needed


 

IV.          2004 Championship San Diego Host Committee Report - Steve Butcher

The 2004 JO Nationals will be held in the same arena as in 2002, the Golden Concourse.  There will be two large scoreboards that can show video clips during the competition and promise of better hospitality and social events for coaches and judges.  They are also working on having a better Opening Ceremonies Program.

 

The competition’s web site should be completed by early October.  The cost for hotel rooms should range from $119 to $129.  The Westin-Horton Plaza has been identified as the host hotel. The Junior Olympic Workshop for the 2005-08 Junior Olympic Program will be held following the competition on Sunday and Monday.

 

V.      USAG Report - Bo Morris

Bo has worked to produce a book that contains a variety of statistical information, including participation and competition numbers, as well as sanction reports for State, Regional and Judging Boards.  He also announced that there will be a Junior Olympic Program Workshop to present the new program and to provide an educational and judging update after JO Nationals on Sunday and Monday, May 9 and 10, 2004 at the Westin-Horton Plaza Hotel in San Diego.

 

VI.     USAG National Office Report - Ron Galimore

The post World Championships tour will start October 3, 2003, in Bridgeport, Connecticut.  The State Chairmen are encouraged to get involved with this event as it comes to your area.  The new budget for the Men’s Program is being worked on which covers all the Men’s Program events for the coming year.  The Safety Certification Course will be on-line starting November 1, 2003 with a cost of $50 for USA Gymnastics members.

 

VII.    Long Range Jr. Team Program Report - Dennis McIntyre

The Future Stars entry forms are now available on the website.  There are no petitions to the National Future Stars Championships. The Regional Chairman and the Jr. National Coaching Staff member decide who attends the National Future Stars Championships.  It is also important to take a digital photo of the top six 8 and 9 year old members who make up your regional team and send it to Dennis.  Be sure to include their names and the name of their clubs in the accompanying email.

 

VIII.   MPC Report - Bill Foster

Bill has been re-elected to serve for two more years on the MPC.  The Jr. National Team coaches will recommend which athletes and coaches should participate in all junior competitions.  There were 3 junior athletes named to the Pan Am Team and they did an excellent job: Jonathan Horton, David Sender, and Sho Nakamori.  The Pan Am team won the Bronze Medal. 

 

IX.     NGJA Report - Jon Culbertson

The new JO National Apparatus Leaders have been selected.  They are:  Chris Adams (Floor Ex); Dan Keating (Pommels); Michael Brey (Still Rings); Antonio Juan (Vault); Jonathan Conrad (Parallel Bars) and Jay Thornton (High Bar).

 

X.      Age Group Committee Report - Jeff Robinson

There was not much activity over the summer.  The first update will be published after a conference call is held sometime after this summit.  If you have any issues please contact Jeff.

The JOPC voted to recommend Houston as the site for the 2005 JO Nationals, pending approval from and a signed contract with USA Gymnastics.

 

C.           Entry Fee increase for 2004 J.O. Nationals   

Recommendation: To Increase Entry Fee to $125.

E.   Discussion of Format Change for the 2004 J.O. Nationals - Bill Foster

Recommendation:

·         The top 36 gymnasts from each division qualify to the All-Around Finals.

·         The 12 highest scoring gymnasts on each event in each division who did not qualify into the All-Around Finals will compete in the All-Around Finals on those events. 

·         The All-Around Finals will be split into three (3) traditional sessions with a one-touch warm up per event: Junior Elite 2, competing from 9 am until noon; Junior Elite 1 competing from 1 to 4 pm; and Junior Elite 3 competing from 5 to 8 pm.  We will use four (4) judge panels and the judges will have a 1.5 – 2 hour break between sessions.

·         In each of the competition groups, the specialists will compete in random order prior to the All-Around gymnasts.  The All-Around gymnasts will have an internal rotation as they move from event to event.

·         At the end of the All-Around Finals, the top 6 gymnasts per event will be selected for the Event Finals based on their average score from the two competitions.

·         There will be new life for Event Finals to determine the National Champion and other medalists.

·         If a gymnast qualifies on all six (6) events into this session but was not in the top 36 All-Around, he will receive a combined 2-day All-Around score and will be a part of the All-Around competition and ranking.


This proposal will be implemented at the 2004 Junior Olympic National Championships in San Diego.

III. Submittal of bids for the 2005 JO Nationals Championships

Two bids for the 2005 JO National Championships have been submitted.  Tim Erwin, representing Houston Gymnastics Club, gave a presentation on the site and planning in Houston, Texas.  Mike Burns gave a presentation on behalf of Al Scharns from Battle Creek, Michigan.  Both bids are very strong and both have proven as effective meet directors of large competitions.  The JOPC will accept additional bids until September, when they will vote at the Chairmen’s Summit.

IV. Submittal of nominations for the 2004 Frank Cumiskey Award

Ray Gura, former JOPC Chairman, nominated Mr. Tom Fontecchio for the 2004 Frank Cumiskey Award.  Additional nominations will be accepted until the next JOPC meeting in September.

V. JO Nationals Report- Nancy Kirksey

Nancy Kirksey stated that she has some concerns about making sure there was enough security on the competitive floor area for future JO Nationals.  She felt very good about the event and hoped that everyone was pleased with the whole week’s activities.  Nancy will submit a full report in the near future.

 

VI. Proposals from the floor- Gil Elsass

a.       There was much discussion concerning Injury Petitions onto a Regional Team.  The JOPC decided that each Region should submit a policy to the National Office.

b.       There was a discussion regarding “Age Jumping” after the age determination date of September 1.

Motion: A gymnast is allowed to move up one year in age for moving to a higher Class of Competition.

VII. Discussion of JO Nationals Format

a.   Roger Baldwin discussed ways to fill the sessions at JO Nationals.  He proposed that the sessions be filled by rank order form all-around scores from the regional championships.  This would be very difficult as it could place coaches in 2 or more flights and would make this impossible logistically.

b.   NGJA / JOVP Jon Culbertson discussed the point that JO Nationals is the lowest paid meet of the season compared to invitiational, state and regional championships.  Discussion about raising fees for JO Nationals followed and will be discussed in more detail in September.

Email vote was taken on October 1 to decide on using a combined total of Class I and Class II scores from the AA would determine placing at JO Nationals- Passed!

III. 2004 Championship Host Committee Report- San Diego- Steve Butcher and Tim Klempnauer

All of the host hotel contracts are signed.  The Radisson will serve as the main hotel.  Other amenities will include; increased coaches social and hospitality opportunities and a downtown car rental agency for ease in transportation options.  New from scoring company ProScore, we will have the ability to show video clips directly on the scoreboards.  The official website will be up and running in the near future.  Due to the Easter weekend and other scheduling conflicts, it is recommended that all Regional Championships be held on April 3-5, 2004.

IV. USAG Report- Bo Morris

·        In lieu of our annual breakfast at Congress it is being proposed that USA Gymnastics host a State and Regional Chairman’s Summit.  Tentative date is September 12-14th in Indianapolis.

·        All regions and states are required to provide USA Gymnastics with Financial Reports; these reports should be sent directly to the National Office, attention: Bo Morris.

·        For greater communication though out the men’s community all state chairmen are required to maintain and complete listing of all Clubs that participate in the competitive program and provide that list to it membership and the National Office.

·        In order to do a better job with recognizing our outstanding volunteers, Service Award Nominations must be sent to the National Office by April 1st each year.

·        There is a new tracking system available to state & regional chairmen to help with tracking of athletes, pro members and clubs.  Please take advantage of this new technology.

V. USAG National Office Report- Ron Galimore

·         At this time the Men’s Program will not be changing the name of Future Stars to another name.

·         A new Annual Awards program is under development with the criteria areas being established (athlete of the year, coach of the year, club of the year, etc.)

·         The Judges Fee Report was done to examine what has been paid at each of the Regional Championships in 2002 to help provide a more uniformed fee structure.

·         The Operational Code has been added to the Rules & Policies to help as a quick reference.

·         Safety Certification will be an online opportunity in the near future with the other educational and professional development options in the pipeline.

·         Discussion of a new Introductory Membership to help grow the membership in clubs.

·         Foreign Athletes- there is now a check box in the on-line Registration Form from USA Gymnastics Membership Department.

VI. Long Range Junior Team Program Report- Dennis McIntyre

Future Stars Update-

·         Camp- June 29 to July 6 at the U.S. Olympic Training Center, Colorado Springs.

·         Regional Future Stars Evaluations should be completed by October 18th.

·         Future Stars National Championships and Coaches Workshop will be November 13 to 16th at U.S. Olympic Training Center, Colorado Springs.  The registration fee will be $ 50 for coaches who do not have athletes participating in the Future Stars National Championships.

Jr. National Team-

·         Jr. Elite and Jr. National Team Camp will be held July 21 to 28 at USOTC.

·         2004 Qualifier to Jr. Division at the Championships will be held on April 24, 2004.  Note this is two weeks before JO Nationals.

·         Jr. Elite Team Members can be considered for the Pan Am. Games Team.

·         Jr. Japan International Invitational will be in September, 2003.

Educational Projects-

·         Redesign strength and body position evaluations at the National Team Camps.

·         Target core strength development for younger gymnasts.


VII. MPC Report- Bill Foster

The MPC has discussed methods of encouraging the U.S. Department of Education’s Commission on Title IX for some changes in the way that Title IX is interpreted.  Ron Galimore, Mike Burns and Dick Aronson have been instrumental in this effort.

VIII. NGJA Report- Jon Culbertson

·         This past year there were too many inquiries about rules interpretations.  There will not be as many updates during the 2003-04 seasons.

·         Updates will be published in the following months: September 2003, December 2003 and March 2004, please contact the 2000-04 AGCC in a timely fashion in order to have your questions considered.

X. Age Group Committee Report 2005-08- Gil Elsass

The 1st Draft was prepared by the AGCC in November 2002 for the compulsory classes 7-4 and was placed on the website for feedback and recommendations from the community between March 15 and May 1st.  By early June we will post Draft #2 and request additional comments from the community.  Our plan is to have a final document ready for presentation at the Chairmen’s Summit in September.
XI. National Scholarship Foundation Report- Dennis McIntyre

The scholarship committee had $21,000 to award for this year.  Recipients for 2003 are: Steve Gaudette, Joseph Hagerty, Morgan Hamm, Paul Hamm and Mathew Hicks.

XII. Proposals from the Floor- 

Report on U.S. Men’s Coaches Association (USMCA) - Tim Klempnauer

The USMCA is working very hard to re-establish its organizational goals and to build its membership.  A membership drive has been spearheaded by the JO Regional Chairmen.  We believe that it is important to establish a Regional Representative for m each of the regions and to develop a website.  Coaches’ education will be the focus of the organization.
